How long has this service been running and who is it for?
The service was created in 2011 in the Czech Republic. It is an online forum where the users can share their experience with phone numbers, both annoying (mostly telemarketing, surveys) and useful (e.g. couriers, offices)..
Since the beginning, the service has been received very well, which led to localization into more languages. Nowadays, the forum exists in more than 20 languages and 34 countries throughout the world.
The service is intended for anyone who wants to identify the owner of an unknown phone number. The creators of the forum have also recently created the mobile app Call Insider for Android phones. This app, which is connected to the database of the website phonenumbers.ie, also allows users to automatically block telemarketing numbers.

To update my last comment (as won't let me edit) just confirmed this is definitely Phonewatch alarm contact checking as they'd received signal of possible interference with box in house. All ok. Number safe.

I see here that it's apparently Phonewatch: I'm actually in the house and no alarm going off so not sure why they're ringing if it is them - bizarre. Not called back.

Called early morning, no message left. Someone said here it is the number you call for an activated phone watch alarm. I don’t have a phone watch alarm so why would they be calling me. I would imagine it’s a a tele marketing call. Blocked number because they didn’t leave a message.

We got a call from this number just before midnight on Tues. 3rd Jan. As the number is not in our Contacts we didn't lift the phone. They didn't leave a message. I see a number of people below write that the call is from Phone Watch; I wouldn't believe that for one moment.
